Not all phones support this feature and a quick Google search doesn't show any results for your phone. I also cannot find your model of phone anywhere on the internet. Can you double check that model number, please? What you gave us just doesn't exist.
Sorry. If I am wrong and it does support this feature then you should know this DOES NOT require the internet service from your cellular company. What it does require is support for Extended SMS which is what allows ring tones to be sent as attachments to your phone. Ring tone websites use the Extended SMS because that is how most of the phones are programmed to download them.

It appears this is a newer phone so I would call Cingular/AT&T as they are the only cellular phone provider to offer this phone and ask them what their data services cost so you can get multimedia messages for ring tones, etc... They may require you to use "their ring tone website" like Cricket Wireless does.

Cingular does not require you to have a data plan (mMode for AT&T customers, MediaNET for Cingular), but you will be charged a per kb rate (IIRC, $0.01/kb) for downloading/uploading data (the ring tone) as well as $0.99 - $1.99 per ring tone downloaded as a licensing fee.
Skye, Extended SMS is only available on some phones - some phones actually get ring tones via the browser (like the Blackberry 7100t that I have).

Edit: I know this is the case as I was a Cingular customer for a little bit.

Not a blackberry. It uses ESMS.

However, I had an LG 1400 (similar to the one that is being discussed here) from them for about 2 weeks and the ringtones that I downloaded were via the MediaNET browser, from Cingular's WAP website. However, looking at the manual, I can't seem to find any indication on how you actually download the ringtones in the first place, just how to send them from one phone to another (ESMS). That may be what you are referring to.
