that's terrible!!! and to think my cat, Milo, has no collar! is there such an overpopulation of feral cats that they would want to do this? leave the fuckin cats alone people! they're not hurting you!!!

I am not fond of this policy either, however they are hurting people, well birds. They are killing billions of birds every year and this is apparently having a severe impact on the enviorment, which is what inspired the law. They are not doing this for no reason at all, just possibly without examining the other possible ways of controlling it.
